Airservices Australia asked the market for an Enterprise AI Broker

Most AI platform tenders are a shopping list of models. You've probably seen one that reads like a catalogue and closes whenever the project team feels ready. Airservices Australia put a broker on the paper and a clock on the close. This one closes at 10

The request for information is for an Enterprise AI Broker Platform in a private Amazon Web Services tenancy. Design, build, deploy and a managed service. It closes at 10

ACT on 30 September 2026. The request names Airservices Australia. It does not name an officer. The artefact is the RFI.

One door, many models, no recertify-the-world swap

They want a single governed entry point. Data sovereignty, compliance, security and cost control are the reasons they bothered to write it down. Multi-model orchestration with examples on the page: Anthropic, OpenAI, AWS Bedrock, Google, Mistral and Cohere. Substitution by configuration, not a rebuild. That sentence is the whole procurement. If swapping Claude for Bedrock means a six-month project, you did not buy a broker. You bought a hostage.

They asked for retrieval over up to 10,000 controlled documents. The connectors they named are Microsoft 365, SharePoint, Teams, Jira, ServiceNow and SAP. Agents with a human in the loop. IRAP at PROTECTED. Spatial and airspace: AIXM, GDA2020, ArcGIS. And a hard line I wish every aviation-adjacent buyer would copy: the outputs are not certified aeronautical information. The model does not get to pretend it is the AIP.

This is a tender for training and transformation whether L&D is in the room or not. Someone has to operate the front door. Someone has to decide which 10,000 documents are in the index. Someone has to sit in the human-in-the-loop chair when an agent wants to write into ServiceNow. That is a capability programme wearing a procurement hat.

Why this is a job in Canberra and Melbourne

Airservices is not a startup with a Slackbot. It is the organisation that keeps Australian airspace from becoming a mood. A private AWS tenancy plus IRAP PROTECTED plus "not certified aeronautical info" is the adult version of "we are experimenting with GenAI." If you sell into Australian government or regulated operations, this is the brief you should already be able to answer. If you run a corporate AI estate and you still have five teams with five API keys, Airservices is ahead of you on paper.

I would rather see this RFI than another all-hands about experimenting in public. Experiments do not close at 10

. A skills sprint on the actual workflow is what you run after you pick a broker, not instead of one.

Read the connector list as an organisation chart. SharePoint and Teams are where the informal knowledge lives. Jira is the work. ServiceNow is the incident. SAP is the money. If the broker cannot see those, it is a chat toy in a private tenancy. If it can see them, someone has to own access reviews, prompt logs and the human who is allowed to approve an agent write. That is an operating model. Put it in the response grid.

The 10,000-document cap is a gift. It forces you to choose. Most estates pretend the corpus is everything in Microsoft 365. Airservices is saying: pick the controlled set. Do that even if you never bid this RFI. Ten thousand is still a lot. It is not infinite. Infinite is how you get a model quoting a stale notice as if it were certified.

IRAP PROTECTED plus private AWS is the floor for this buyer. Do not answer with a public software-as-a-service product and a promise to look at IRAP later. Later is how these RFIs get a no-bid from the people who can actually do the work and a yes from the people who cannot.
